I just read your message—I’m a bit behind, haha. I didn’t know they don’t ship to Hawaii; I knew about India, since there was another guy who wanted it. The best thing to do is send them a good proposal and see what they say.
There is a girl in Florida! But then again, Florida is huge! If I were you, I’d apply if you’re interested.
I think you can apply whenever you want; there’s no specific deadline, and they are still looking for people right now.
