You could leave it as it is, add more glue and get some more fake snow like the one I use for my Dream gift factory.
It’s like foam and very fluffy.
I got it from Temu for very cheap prize.
What you have left already act as a good texture for the foam snow to attached. I think it will look really nice.

No. It’s just dry foam
