I have used these and yes they can dry out but it took a while. Be sure to store them properly as directed and that may help. You may find you use a combination of paint and brush as well.
Thank you for sharing @jeanneL . I meant to be getting it today and got a notification that it cannot be delivered because address is incomplete and it was. So I hope I will receive it in the end. This is not the first time I orders through Amazon. I don’t know why it’s happening this time. It’s frustrating.
Do you find that keeping your acrylic pens laid horizontally helps, especially when many are dual-tipped (with a finer tip on one end)? @jeanneL

I stored horizontally which kept them good for awhile.
