I am sure there is a few things that could go into the meaning but here is the basics. By 5pm many people are done with work. It is acceptable to have a drink (beer, wine, cocktail of some sort). So if a clock shows 5:00 or a little after, than… Drink time!
We also will say, when it is before 5, it is 5:00 somewhere! which means we can have a cocktail.

Thanks so much @JDisaduck . I actually scrapped that pencil and made a new one using just a toothpick. It looked way too fat…LOL!
