Could you please try winding the spring a few more turns to see if that improves the result?
I was be able to wind and the gear moves like the video but if I put it down on a flat surface it won’t move. I wind til I can’t wind anymore and now it is stuck. ![]()
Could it be that the weight of the thing is pushing on the wheels themselves and making them stuck?
It would explain why they only roll when the train isn’t on any surface, and that could be in turn, due to the axles sagging, or some other part?
You don’t even need to unmake it to check that, just try to see if the wheel rub against the wood above them
If they do, you definitely found your culprit

This situation is most likely caused by excessive friction leading to jamming. It is best to disassemble it for inspection to determine which gear is stuck.
Have watched your video three times to confirm this. When you hold the engine and turn the wind up key the wheels rotate. Once you set it down the engine does nothing. Then you pick it up. If there was any stored energy in the spring the wheels should have rotated, they do not. Which to me is pointing me towards there is an mis-install of one or several components focused around the energy storage sub-system. Finding the root cause many times is hard, however, once found you should be able to figure out the correct remedy.
I might need to disassemble where the spring and check again.

I have checked the rods and they are moving smoothly though. I don’t notice any frictions.
